Regular Council Meeting
May 11, 2022
The regular Randolph City Council meeting was called to order at 7:00 p.m. by Mayor Robert Appelgren.
Roll Call
Present were Mayor Robert Appelgren, Council Members Sarah Podritz, Jacob Friedrich and Todd Carlock, Treasurer Sandy Nicolai and Clerk Mary Haro.
Public Comments
A citizen thanked us for having the speed bumps installed by Davisson and they indicated it is helping.
Minutes
A motion to approve the April 13, 2022 regular council meeting minutes was made by Friedrich, seconded by Podritz. All voting in favor, none opposed, motion passed 5:0.
Approval of Treasurer Report
We received many payments for the current water bills.
It was asked if we have the water meters for the school and this need be looked into if we have received them. Bryce asked for a list of the households that are left for the new water meters to be installed which Sandy gave to him. Now we need to get some dates when he is available. Also Sandy asked for the households left to get the water meter installed if they could give us their contact information so we can get in touch with them to set up times to install them. We have been getting many responses to the request. Sandy will work with Bryce to get the meters installed.
A motion to approve the Treasurer's Report was made by Friedrich, seconded by Haro. All voting in favor, none opposed, motion passed 5:0.
Approval to Pay Bills
The invoice from Otte Excavating was for the plowing of sidewalks. Sandy thought there was only one invoice last month and realized there were two separate invoices – one for the streets and one for the sidewalks so it is getting paid this month for the sidewalks as last month the invoice for plowing the streets was paid.
The Earl Anderson invoice is for the signs for the "Firemen Only Parking" and discussed that even though Nate did offer to pay for the signs we feel it is not his responsibility and will indicate that he if wants to give a donation to the fire department he is more than willing to do that. Also Sandy looked into the invoice for RVS Software and was told that is not belong to us so it was discarded.
It was asked if councilmembers are doing work aside from meetings if they are supposed to bill the city and she noted that the new A/C in the well house is now broken so she is dealing with the company that installed it to repair it. Mayor Appelgren submitted an invoice for his time in filling potholes in the city and did so because he spent many hours working on it which he was thanked for doing it as it did save money for him doing it versus hiring a company to do it.
Motion to approve the payment of bills was made by Friedrich, and seconded by Podritz. Voting in favor, Appelgren, Podritz, Friedrich and Haro, opposed, Carlock, motion passed 4:1.

New Business
Randolph Fire Department
Steve Hamilton appeared on behalf of the Randolph/Hampton Fire Department to ask the council for permission to close the road in front of the fire hall and a one day gambling permit for the upcoming Chicken Barbeque set for August 20, 2022. Podritz made a motion to approve Resolution No. 22-04 authorizing Road Closure of 292nd Street between Divers Path and Distad Path from 12 p.m. on August 20 until 1 a.m. on August 21; and Resolution No. 22-05 authorizing a One Day Gambling permit for the Randolph/Hampton Fire District Annual Chicken Barbeque, seconded by Appelgren. All voting in favor, none opposed, motion passed 5:0.
Bolton & Menk Sewer Update
Matt Blazer of Bolton & Menk discussed that he will not present the feasibility report because of the upcoming closed meeting and wanted to have the more up to date information in the report so we discussed having a special meeting to discuss the feasibility report which will be held on Wednesday, May 25 at 7 p.m.
Miscellaneous
Korine our legal counsel discussed the code recodification and indicated that we can purchase the model basic code from MN League of MN Cities for $880. They are model ordinances. There is more than what we would need but it is a starting point. She gave us a copy of the table of contents for the model code as well as a copy from our ordinances. American Legal Publishing is another company we could purchase from but the cost is approximately $10,000 or more but they also do hosting of our codes which runs between $200 - $450 a year which she said is well worth it. They will update the ordinances as we amend them and it is also searchable.
It was asked if we budgeted for this project but our budget was prepared differently this year but we have do funds available to do this. The code has not been updated since 2009. This will be added to the special meeting agenda so we can act on this.
It was asked if we could install speed bumps on Dawson however we do not have any more to install so not at this time.
Sarah noted that the air conditioning unit in the well house is broker and is working with the company that installed it as it is still under warranty. It will be fixed on May 19th.

Special Council Meeting

The special Randolph City Council meeting was called to order at 7:29 p.m. by Mayor Robert Appelgren.
Roll Call
Present were Mayor Robert Appelgren, Council Members Sarah Podritz, Jacob Friedrich and Todd D. Carlock, and Clerk Mary Haro and Treasurer Sandy Nicolai.
Motion to move to close the meeting pursuant to Minnesota Statute 13D.05, subd. 3(b) was made by Haro, seconded by Podritz. All voting in favor, motion passed 5:0.
Motion to reopen the meeting made by Podritz, seconded by Carlock. All voting in favor, motion passed 5:0.

Motion to adjourn the meeting made by Friedrich, seconded by Appelgren, the meeting was adjourned at 8:20 p.m. All voting in favor, none opposed, motion passed 5:0.
