Regular Council Meeting

December 13, 2023

The regular Randolph City Council meeting was called to order at 7:00 p.m. by Mayor Marie Jacob.

Roll Call

Present were Mayor Marie Jacob, Council Members Jacob Friedrich, Todd Carlock and Tony Price, Treasurer Sandy Nicolai and Clerk Mary Haro.

Also, in attendance was Bolton & Menk engineer, Matt Blazer.

Approval of Agenda

Motion to approve the agenda with the move of Mining in Waterford Township as the first item under new business, was made by Friedrich, seconded by Carlock. All voting in favor, none opposed, motion passed 5:0.

Public Comments

None.

Minutes

A motion to approve the November 8, 2023 regular council meeting minutes was made by Friedrich, seconded by Price. All voting in favor, none opposed, motion passed 5:0.

Approval of Treasurer Report and Payment of Bills

Sandy noted that she accidentally noted League of Minnesota Cities as the vendor on our list of claims but it should be LeVander, Miller & Gillen. Also the Dakota County Treasurer check for the second half of the property taxes for the property for the holding ponds was returned as they were already paid by the landowner so we need to reimburse them to which she wrote two checks to the Endres Trust for payment which is not noted on our claims list.

Motion to approve the payment of bills was made by Friedrich and seconded by Haro. All voting in favor, none opposed, motion passed 5:0.

Old Business

Fire District Bylaws

Marie went to the Hampton council meeting on December 12th and was told that they had their legal counsel review the JPA and Bylaws and didn’t see anything wrong with it so they will not be doing anything further. We want it noted that by recommendation of legal counsel to revise the JPA, that we are not able to move forward with the assistance from the Hampton City Council.

New Business

Mining in Waterford Township

Ann Lundstrom and Lisa Skluzacek talked about the proposed mining in Waterford Township. They discussed the proposed mining and just wanted to make us aware of what was happening.

Bolton & Menk Sewer Update

Matt noted that trees have been marked and will be removed very soon. The commissioner hearing took place and it was agreed for the purchase of the land. The materials were moved to the land acquired. The MPCA is requesting additional soil borings. We need to do an additional 8 borings.

Motion by Carlock to move forward with Option 2 of soil borings and MSAW Testing Low Resolution for a price of $84,420 and contingent of MPCA approval, seconded by Jacob. All voting in favor, none opposed, motion passed 5:0.

He also noted that the Township has approved our Conditional Use Permit.

It was asked if the materials could be moved from Denise’s property to the property for the holding ponds.

Council Reports

It was noted the tree on the Progressive Rail property has been taken care and the chickens situation seems to be fixed.

We received a bid from Frandrup Masonry to repair the back walls of the fire hall. He gave an estimate of $10,365.00. However, since this was not on the agenda we cannot act on this tonight and will add it to our January agenda.

Clerk Haro noted that a claim was made with the League of Minnesota Cities for the hail damage to our building. They will review the damage and get back to us but noted that we will need 3 bids to move forward.

Marie noted that Jim Heiman is still working on a bid for the remodel of the restrooms in City Hall and is working with Gergen Plumbing and will get it to us soon.
